Although anyone can submit a work to be considered for a collection, collections are moderated by administrators. These administrators are responsible for approving or disapproving requests.
Collection administrators can set the review policy to allow certain collection members (e.g., curators) to publish directly to the collection without review approval. More information on permissions can be found on this help guide.
